Referendum Project Updates

Referendum Approved—Thank You!

 

 

Thank you for your support! On November 5, 2024, 66% of voters in the School District of
Hartford Joint #1 supported the District’s referendum question, approving the District to invest
$8,200,000 to fund a comprehensive school facility improvement plan at Lincoln and Rossman
Elementary Schools and Central Middle School, without increasing the annual tax burden for
debt repayment. Please read a letter from the District Administration and Board of Education

The School District of Hartford Joint #1 staff, administration, and Board of Education extend
sincere appreciation to the community for their support, and for exercising their right to vote.
These comprehensive improvement projects will benefit all of our PreK-8th grade students.

 

Referendum Recap

This referendum question proposes to:

  • Address district-wide capital maintenance needs at Lincoln Elementary, Rossman
    Elementary, and Central Middle School to impact every PreK-8 student.
  • Renovate selected spaces at Lincoln Elementary to better accommodate Special
    Education, Art, Music, Physical Education, Boys & Girls Club, and to accommodate
    Americans with Disabilities Act (ADA) needs.
  • Make updates to accommodate ADA needs at Central Middle School and Rossman
    Elementary School.
  • Improve site drainage at multiple buildings.
  • Remodel building infrastructure and systems improvements
  • Install generators at each school to continue to serve as Red Cross emergency sites for
    the community.

 

Thanks to the District’s careful financial planning, this investment in district-wide capital
maintenance will be made without increasing the annual tax burden for debt repayment. By
utilizing the District’s Fund 46 savings, the Board of Education has committed to contributing
more than 46% of the total project cost.

Preliminary Construction Timeline

Design Phases

Following the approval of the referendum question, the architectural design process began for
all District-wide projects. The District is working with their design (Plunkett Raysich Architects)
and construction (Miron) partners to refine and advance the scope and manage the budget. The
design process includes three distinct phases to advance preliminary concepts developed prior
to the referendum.

  • Schematic Design (SD) – This phase is the first step in the design process and
    includes District leadership and building principal input to drive design and schematic
    drawings that provide definition to interior and exterior functions, space requirements,
    adjacencies, and overall design intent.
  • Design Development (DD)– Once the building footprint has been confirmed and all
    interior spaces accounted for, we will transition into design development. During the DD
    phase, design concepts are advanced with the integration of mechanical, electrical,
    plumbing and structural systems. Design is finalized and interior finishes (carpet, paint,
    tile, cabinets) are selected.
  • Construction Documents (CD)– In the final phase of the design process, final drawings
    and specifications used to construct the building will be produced. All building
    components and defined in detail. These documents are then turned over to the
    construction manager to be used in the competitive bidding process.
