Title I is a federally funded educational aid program. Federal dollars are given to states, which through rigid criteria, provide the money to qualifying local educational agencies to improve teaching and learning in order to help low achieving students in high-poverty schools meet the same challenging state content and performance standards that apply to all students. Recent legislation known as the No Child Left Behind Act has extended the scope of this program in terms of student progress and district accountability. Locally, the program is reviewed on an annual basis for qualifying schools.
